Trump Administration Plans to Overhaul Head Start

Overhaul = cut. It always means cut.

The Trump administration has announced its plans to alter Head Start programs around the country. Their plans include capping administrative spending at 5%, down from the allotted 15%; new nutritional provisions; cutting regulations from the more than 100-page Head Start rulebook; and essentially localizing childcare licensing requirements at the state level, all the way down to local municipalities. Alex Adams, assistant secretary at Health and Human Services (HHS), argues that eliminating these regulations and administrative costs would save the program $2 billion, which can be reinvested to increase the number of children and families it can serve. 

A number of things are wrong with this. We have spent at least $37 billion on our war with Iran. Instead of that baseless war, why not expand the Head Start budget if it were really about increasing slots to provide its services to more families and pupils? Project 2025, which is more than halfway complete, literally outlines eliminating the program altogether. It does not sound like that $2 billion is going to be reinvested into the program, now does it? The problem with suggesting that the federal bureaucracy and a more rigid style mandate for the program’s functioning are inefficient is absurd. Leaving this program up to the states will most certainly disproportionately impact low-income families. You can expect to see more rural areas affected, as an uncertain budget may cause Head Start locations to close. Many low-income families rely on the program for free childcare and a nutrition supplement. Not to mention the dental and health screenings provided. 

There are still around a dozen red states that did not expand Medicaid through the ACA before it was gutted by this administration. You know for sure that red states are going to gut their Head Start programs.  I am not trying to pick on red states, but this is historically where you see cuts and fewer services provided to constituents, as these states simply do not have sufficient tax revenue in many instances, or they do not expand the pull of federal money allotted to them. Another issue with this overhaul is the administration's push to raise the student-to-staff ratio. Depending on the child’s age, many states require two teachers for eight children. Gutting these federal mandates and allowing states to be more lenient on this, we could see one teacher for a dozen or two dozen three-year-olds. 

Head Start has been a vital program for decades, with strong bipartisan support. It serves around 700,000 children annually and, since its implementation in 1965,  has served 40 million families. The immediate impacts are extensive. There are great social benefits, cognitive and language development, health screenings, and it enables parents' employment and further education opportunities with the extra time they have during the day. The long-term impacts are also prevalent. Children who attend Head Start have, on average, higher high school graduation rates, are more likely to enroll in college, have better health and development outcomes, have lower poverty rates, and are less likely to commit crimes. The efficacy is there. It has been for decades. 

This overhaul is a disaster waiting to happen.

This is what we get in a Republican administration: cut after cut after cut to programs and services that working-class Americans rely on. I know Head Start is part of HHS, but since we are on the topic of education, I also want to highlight our education secretary for a moment. Linda McMahon, yes, the wife of WWE’s Vince McMahon, is the current Secretary of Education. She has zero public teaching experience, confuses AI with A1, and is pro-school choice and pro-voucher programs. You know, the programs that dismantle, defund, and destroy public education. Should we really be surprised here? This was an open-book test, folks. They laid out what they were going to do in their precious little 900-page guide to destroy the federal government and ostensibly our democracy. The less educated they keep the electorate along the way, the better.
